Resumen
This paper studies the urban policy discussion within the Government Junta of Chile, between 1973 and 1979. The analysis considers the problems that the dictatorship identified, its advisors, as well as the proposed solutions and objectives. In this context, the Junta defined the urban problem around several dimensions: the lack of territorial-administrative control, a serious housing deficit, illegal occupation of land and a weak economic situation. We propose that the National Urban Development Policy, then, sought to synthesize a neoliberal solution to these problems, drawing on various measures taken by the dictatorship between 1976 and 1979, under the advice of the Chicago Boys.
