Sebastián Carrasco holds a BA in Public Administration, an MA in Political Science, and a PhD in Public Policy. He is currently an Assistant Professor at the School of Government at Universidad San Sebastián and an Associate Researcher of the Max Planck Partner Group "Challenges of Green Growth". Previously, he was an Assistant Professor at Universidad Católica de Temuco and a Visiting Researcher at the Max Planck Institute for the Study of Societies.

He is a faculty member in the undergraduate Public Administration program at Universidad San Sebastián. Specifically, he teaches courses on public management, organizational theory, and public policies.

His research interests focus on the analysis of public administration, with particular emphasis on the capacities and behaviors of bureaucratic actors, and on the analysis of public policies from a political economy perspective. Currently, his FONDECYT project examines how varying levels of state capacity, and their relationship with business actors, explain different public policy outcomes regarding lithium in Latin America.
