Abstract
In "Is it Possible to Strengthen Digital Sovereignty in Technological Peripheries like Chile?", José Antonio Errázuriz argues that the most promising strategy to enhance digital self-determination in countries like Chile is through education. The article examines the impact of digital technologies on various aspects of individual and collective life, highlighting Chile's status as a technological periphery with high digital dependency. After analyzing the limitations of technological-economic and legislative strategies to address this situation, the author proposes promoting a "digital culture" that goes beyond mere technical literacy. This culture would aim to develop a critical understanding of the digital ecosystem, from its material aspects to its influence on society and the individual, as a means to reduce user vulnerability and contribute "from the bottom up" to the country's digital sovereignty.
